SPRINGFIELD — The New North Citizens Council is eyeing June 17 as the date for the groundbreaking ceremony for a $15 million community center on Chestnut Street, and Maria M. Ligus cannot wait.

“I’m ecstatic, to be honest with you,” said Ligus, New North’s executive director.
